This is because he/she will be able to examine the tattoo, decide on it's condition and then determine the best mode of tattoo removal for it. Sometimes tattoo removal may include surgery , which carries potential risks and side effects with it.

Tattoo removal is an expensive procedure, so choose it only if you can afford it. Most health insurance companies don't provide coverage for tattoo removal unless it has to be removed for health or medical reasons. Some hospitals offer payment plans for people who cannot bear the expenses associated with tattoo removal. In such cases, arrangements have to be done before the surgery, on approval from the hospital's billing department.
